Opening of Parliament Road Closures

Your guide to road closures and parking to avoid the political hubbub

Once again, the halls of power will fill with pomp and circumstance with the official opening of Parliament in Cape Town on Thursday, 12 February 2015 at 7pm. The illustrious occasion is, as always, marked by the president’s much-anticipated State of the Nation Address (SoNA), a speech in which South Africa’s leader looks back at the achievements and shortcomings of the past year.

Aside from being a great moment of rhetoric, the political calendar highlight is also well known for its parade of luxury sedans and four-wheel drives as well as for the associated haute couture buzz.

More importantly though, with an increase in lavish vehicles and gas guzzling blue-light convoys on the streets, locals should be in the known when it comes to rush hour and added congestion; take note of the road closures to avoid traffic jams and ridiculous road rage.

So, without further ado, our guide to helping you dodge traffic like politicians dodge accountability.


Road closures and parking restrictions will be in effect during the week to accommodate the dress rehearsals (10-11 FEB) and the actual Opening of Parliament (12 FEB).

Adderley Street: between Hans Strijdom Avenue and Wale Street

 5pm – 12am

4pm – 8pm

Wale Street: between Burg and Adderley Streets.

Nelson Mandela Blvd inbound: Strand Street off-ramp.

Strand Street inbound: from Russel Street to Adderley Street

5pm – 12am

4pm – 8pm

  • outbound: from Adderley Street to Castle Street


  • outbound: from Long Street into Adderley Street


5:45pm - 7pm

Commercial Street: between Plein and Niewmeester Lane.

2-way traffic between Niewmeester Lane and Buitenkant Street


6am – 10pm

Bureau Street: between Adderley and Parliament Streets

5pm – 12am

4pm – 10pm

Spin Street: between Corporation and Parliament Streets

Parliament Street: between Parliament and Longmarket Streets

Plein Street: between Spin and Barrack Streets



4pm – 10pm

  • between Strand and Spin Streets

4pm – 8pm

  • between Barrack and Vrede Streets

9am – 9pm

St. John’s Road: between Roeland and Vrede Streets

Gallery Lane: whole

Government Avenue: whole

Bouquet Street: whole

Roeland Street: between Plein and Buitenkant Streets

Roeland Street: between Buitenkant Street and Jutland Avenue

5:45pm – 7pm

Castle Street: Strand Street to Darling Street, except buses

5pm – 8pm

Darling Street: Buitenkant to Adderley, limited access


M3 (Union Avenue, Rhodes Drive, de Waal Drive) inbound: Newlands Avenue to Jutland Avenue, including pedestrian bridges and on-ramps:

  • UCT and Woolsack Drive
  • Barnham Road, use Buitenkant Street (open) or Crassula Avenue

Exercise, but no closure.

Woolsack Drive westbound: Main Road (M4) - Rhodes Drive (M3)

Anzio Rd: Groote Schuur Hospital to de Waal Drive (M3)

N2 (Settlers Way, Nelson Mandela Boulevard) inbound: Muizenberg off-ramp (M3) to Table Bay Boulevard


Klipper Road: Main Road (M4) to Newlands Avenue


5:45pm - 7pm

Princess Anne Avenue: Newlands Avenue to Union Avenue

Newlands Avenue: Dean Street to Princess Anne Avenue

Dean Street westbound: Main Rd (M4) to Newlands Avenue


  • Security fencing will line the route in the CBD. There will be guarded pedestrian crossing points during peak time on Adderley Street (Castle and Shortmarket streets), Plein Street (Shortmarket, Spin and Barrack streets) and Strand Street at the bus terminus.
  • The Company’s Garden will be closed on Thursday, 12 February from 9am to 12am.

CAPE TOWN: CBD / Foreshore area:

Adderley Street: between Strand and Wale streets

Darling Street: outbound between Plein and Buitenkant streets, reserved between:

  • Plein and Parade for taxis from Plein Street
  • Parade and Buitenkant for Parliamentary buses

Strand Street: between Adderley and Christiaan Barnard Street overpass

CAPE TOWN: Parliament / The Company’s Garden area:

Church Square: corner of Spin Street and Parliament Street

Roeland Street: between Jutland Avenue and Plein Street

Plein Street: between Strand and Roeland streets

St. John’s Street: between Roeland & Orange streets


Spin Street: between Parliament & Plein streets


Parliament Street: between Longmarket & Bureau streets

Hatfield Street: between Roeland & Orange streets

St. Mary’s Cathedral Parking Area: between Bouquet & Roeland streets

Queen Victoria Avenue

Commercial Street: between Buitenkant and Plein streets


Road users are advised to use the following alternative routes to and from the CBD during the event:

From the N2 (Settler’s Way): use the N1, Table Bay Boulevard via M5 (Black River Parkway), or M7 (Vanguard Drive).

From the M3 (Union Avenue): use the M5 (Black River Parkway) and N1 (Table Bay Boulevard) or M4 (Main Road), onto Victoria Road up to the Good Hope Centre. Turn left into Tennant Street or right onto Christiaan Barnard Street to circle the outer CBD.

Outer CBD Circle Road: Use the following ring route to and from the area of the CBD affecting you:

  • Christiaan Barnard Street
  • Table Bay Boulevard
  • Buitengracht Road
  • Buitensingel Street
  • Orange Street
  • Jutland Avenue
  • Upper Roeland Street and Brandweer Street
  • Tennant Street






All stops open but route change (12 Feb only).
